This is a small, well-reviewed circa-2012 system with an Intel i5 Sandy Bridge quad-core. Benchmarks have it 80% as fast as the i7-6400 Skylake quad-core systems selling around $450. The only thing it (appears) to be missing is USB 3.0.

Throw in a $50 SSD and you'd have a $250 desktop screamer for anyone not into 3D games. Windows 7 if you want it; upgrade to Windows 10 if you don't.
